Preliminary version, for comments only.<\/span><\/p>\n<p><span lang=\"en-us\">Abstract:\u00a0 Academic international cooperation between US and Western Europe and developing countries reached its peak in the 1960s and 1970s, through a combination of increased support for higher education, science and technology in the US and Europe; the economic development and modernization drives of former colonial and developing countries; and the foreign policy of he US and Western Europe during the cold war years. Already in the 1980s, however, it had lost much of its priority, due to a succession of failures of international cooperation, a growing skepticism about the promises of modernization, a growing concern with issues of poverty and human rights, and the expansion of private higher education and the priority given to globalization and international competitiveness by the major universities in the US and elsewhere.<\/span><\/p>\n<p><span lang=\"en-us\">This essay describes this development with a special emphasis on the links between the US and Latin America, and discusses the issues associated with the current trends.\u00a0\u00a0 It concludes that truly cooperative undertakings are needed, and require stable, competent and reliable patterns on both sides, recreating the global epistemic communities that could provide the basis for their permanence. Given the differences in wealth and competency, these North-South links will never be fully symmetrical regarding resources and knowledge transfer, but they should be as symmetrical as possible in terms of the genuine effort of each side to understand the needs, the conditions and the perspectives of the other.<\/span><\/p>\n<p><span lang=\"pt-br\"><a href=\"http:\/\/www.schwartzman.org.br\/simon\/outreach.pdf\" target=\"_blank\">As transforma\u00e7\u00f5es das universidades e da coopera\u00e7\u00e3o internacional (em ingl\u00eas)<\/a>. Vers\u00e3o preliminar, para somente coment\u00e1rios.<\/span><\/p>\n<p><span lang=\"pt-br\">Sum\u00e1rio: A coopera\u00e7\u00e3o acad\u00eamica internacional entre os Estados Unidos, e Europa Ocidental e os pa\u00edses em desenvolvimento atingiu seu auge nos anos 60 e 70,\u00a0 por uma combina\u00e7\u00e3o de fatores como o amumento do apoio dos governos ocidentais \u00e0 educa\u00e7\u00e3o sueprior e \u00e0 pesquisa,\u00a0 a busca de desenvolvimento econ\u00f4mico e moderniza\u00e7\u00e3o por parte das antigas col\u00f4nias e os pa\u00edses em desenvolvimento, e a pol\u00edtica externa dos pa\u00edses ocidentais nos anos de guerra fria.\u00a0 J\u00e1 na d\u00e9cada de 80, no entnato, este tipo de coopera\u00e7\u00e3o havia perdido prioridade, gra\u00e7as ao ceticismo crescente em rela\u00e7\u00e3o \u00e0s metas de desenvolvimento e moderniza\u00e7\u00e3o, \u00e0 preocupa\u00e7\u00e3o crsescente com os temas da pobreza e dos direitos humanos, e a expans\u00e3o do ensino superior privado, e a preocupa\u00e7\u00e3o crescente com a globaliza\u00e7\u00e3o e a competitividade internacional por parte das principais universidades americanas e europ\u00e9oas <\/span><\/p>\n<p><span lang=\"pt-br\">Este ensaio narra estes desenvolvimentos, com \u00eanfase nas rela\u00e7\u00f5es entre os Estados Unidos e a Am\u00e9rica Latina, e discute os temas associados a estas novas tend\u00eancias. A conclus\u00e3o \u00e9 que atividades de coopera\u00e7\u00e3o internacional continuam sendo importantes e necess\u00e1rias, e requerem parceiros est\u00e1veis, competentes e confi\u00e1veis dos dois lados, que possam recriar as comunidades epist\u00eamicas que s\u00e3o\u00a0 a base de sua perman\u00eancia.
